Spotted...Who was it?

I was driving yesterday in Wilmington, NC. Spotted a CW ITR, with a carbon fiber hood. Had out of state plates, blue and yellow plate, so definitely not from NC. Anybody have any idea who it was? If there new to the area that's awesome, I just know most of the boys running around this area with R's and just wondering who it could be.
