But to ensure the safety I would devise a system to mark the cars that can have R-comps. people might try to be slick and swap rims with others...

Well, one safeguard is the no r comp rule is by class. So unless an advanced or instructor is out in nov/int (which is ok), we shouldn't have to worry. whoever works grid would have to eye ball every car - or a sticker or something. we'll figure it out.
plus if its announced soon with some basic rules (like seat/rollbar/harness rules) then no one will complain. and if they do, i will kick their ass.

I think that would have to be a general rule with case by case exceptions able to be made. With the amount of HC carsthat are likely to be there, the advanced group might be pretty full with the ones that aren't instructing. This could then ump some people who normally run advanced with R-comps down to intermediate. We'll have to wait and see what the run groups start to look like as time get closer, but it seems to me like some exceptions for people with proven experienceshould be made.
