Not odd, actually a very astute question. And yeah, your 3G will pro'lly be affected by rain. That's the tradeoff for the faster data rates.
The cellular system has ways of minimizing this for example by ramping the transmit power at the cell site and on your handset when it's raining or you're on the fringe of a coverage area.

So my signal seems stronger durning heavy cloud cover and weaker in med-heavy rain.

Kinda like a CB radio... low clouds keep the signal from dispersing and more focused.

why is that?
The wavelength gets smaller as the frequency gets higher. These smaller size waves are more apt to be reflected by say drops of rain so the signal is weaker.
If you mean why the battery charge is less, the base station at the cell site is polling your phone to get a measurement of signal strength and will turn up the transmit power on your phone 'till the signal is nominal. If weather is good and you're close to a site, it will turn down the gain to prolong your phones battery charge.

This is a very very complex subject and many other factors can affect signal quality.

Gary, since you have so much knowledge on cell phones I was wondering if your expertise wondered in the area of using a cell as a modem for a desktop?

I have been reading a bunch and learned a bunch but not enough to get explorer to pull up www pages on the desktop yet. have any info for me?
If there is anyone else that could help I'd greatly appreciate it.

Well if I do get the connection to work I'll have some good speed on the net, earlier today I clocked my connection at 1285! that's pretty cool for a phone- I think...

FYI, Windows XP on desktop and WM5 on the fone :P

Well a little out of my area. I work with the radio network. That is all the stuffs between the PSTN (the old wired telephone net) and your handset. You need help going between the handset and the desktop. You should have a disc that came with the phone too. You gotta load this on the desktop so it will have an app. to make the connection. Your best bet for help would pro'lly be your carrier.
You've done all that's outlined in your phone manual and do you have your desktops' modem connection enabled? I don't even know how you plan on connecting this, usually this could be a cable, IR or Bluetooth.
We've actually been going the other way. Maybe you should consider a good high speed interweb service and a wireless modem. Our newest phones ( and pro'lly yours) will connect to WiFi networks and you do your calls VoIP, over the interweb instead of over the cell net. J00 can call Geoff for free! :P
