Looks normal for an aggressive pad that got mixed with water.
What kind of pads are you using?

Same ones that the car brought from Japan, everything else on the car is bone stock, suspension, engine, etc., but who knows, maybe pads were replaced with aftermarket ones at some point when the car was over there, I immediately thought about that after seeing this, cause I know that track pads cause this. Is there a way for me to tell if they're not stock pads? Cause I have not looked yet, excuse the n00bness.
Also, would that level of brake dusting make any sense if they were stock pads under the conditions I mentioned before? If they are in fact OEM, is there any common problem that causes this?

Take pics of the pad both the backing plate and the pad. Check to see if there are any markings/engravings.
One way this might happen with stock pads is if maybe you have a seized caliper and the pad is being eaten through or has been eaten through into the backing plate.

Yes, Just do what Ali mentioned.
No, if they where stock pads they would not be dusting like that. It certainly appears to be aftermarket just soley judging by the dust. Assuming that these are aftermarket (aggresive) pads then this is completely normal. I would suggest after you clean it up apply some wax to the affected areas and your rims as well and that will help keep your paint looking good until you can change them out if you wish to do so.
