CEL Eliminator question

Ok now that im out of the state of CA im going to get rid of my cat for a test pipe. I was wondering if those lil spacers they sell that raise the o2 sensor a little out of the exhaust stream actually work to prevent having a CEL going off all the time?

I made a mini cat to knock off my CEL...I used cat. material inside two drilled out plug non-foulers.
