The turbo kit I am looking at for the ITR says it comes with the wastegate spring set for 7 psi. I know someone with the same kit running 9 psi. do you have to change the spring or just make an adjustment or just change it on the ebc or what? ive never owned a turbo car so i dont know how all that works.

yeah if you want more boost you need to change the spring to a higher rate. Some wastegates have been known to let the car boost 3-4 psi more. What kinda wastegate is it anyway?

Depends on the wastegate, my Deltagate has a 9lb spring, which is the amount of boost pressure it takes to open the valve with zero preload on the spring. The gate is adjustable, so turn the screw for more boost, you can adjust the gate to the point that it will barely open if you want. Some wastegates don't have external adjustments. Any gate with a boost controller can be kept from opening at the spring rate.

If it has two ports on it, one on top of the diaphragm, and one below, you can force it to stay open with a boost controller to get that extra Psi you are looking for, just make sure your engine can support the airflow (fuel &timing)
