passing emission with turbo

i was researching around and was wondering since
the RH kit or n e other kit isn't carb legal would i still
pass emission. or do i need to detune when i go for
a sticker

how strict are they on emmissions where you are, my cars exempt from emmissions because i drive it under 5000 mile s a year

Come over here to Michigan, we don't have emission tests here..
Seriously, though in Cali you must have an EO sticker if the vehicle is modified...RH is a race kit, so it will not pass emissions. The rule of thumb is if the function of the kit interferes with the closed loop operation of the emission controls on the car, it will not pass inspection.

I don't know if you are joking (based on the smiley), but I will assume you aren't. Closed loop means sensor feed back, usually when you are driving at anything less than full throttle (72% throttle angle with Hondas), you are in closed loop, the engine makes management decisions based on sensor feedback, i.e. o2 sensor, vehicle speed sensor, coolant temp sensor, tps, map, etc...
So when a turbo kit affects the closed loop operation of the vehicle, it affects the emissions output. Some kits are carb legal (like the Greddy), because they have proven that they are able to manage the effect of the components on closed loop operation of the car, therefore managing emissions as well. Usually anything with an FMU will have a difficult time getting carb certified because the FMU just dumps fuel based on boost pressure, not based on sensor feedback.
