rpm cut at 7,000 any suggestions?

A friend of mine has a 1998 integra GSR (80k miles) and has the following mods: skunk 2 stage 1 cams, dc headers, intake and greddy E-manage. We are encountering some problems with the rpm cutoff. the rpm cutoff is normally 8200, however this one has been cutting at 7,000. What could be making this happen? Any help would be appreciated.

Are you sure it's the 'stock' cutoff system, or is the ignition just cutting out & bogging at that lower rpm?

It is cutting the fuel out at 7,000 RPMs. The car is running about 14:1 throughout the entire run on the dyno, but when I read the plugs they are white. This is leading me to believe that the fuel is being cut, just like the stock limiter. However I have checked the timing (mechanical & electrical)
and both are dead on. The e-manage data logging is showing that the electrical signal is showing only 7,000 RPMs at the cut. So the ecu is seeing 7,000, but is deciding to cut out early for some reason.

Ken's right - but it sounds to me like the emanage system is cutting you out. There is nothing in the stock system that is going to cut you out at 7000.
Are you still using the stock ecu? or did you end up switching to another ecu to be obd1 & that ecu is 7000rpm cutoff(used ecu's can be screwed with
if you can't trust your seller)
