Water Temp Sensor bad?

the temp in my car is barely reading above 0. My heater doesn't get hot its just? I changed my thermostat but it didn't help. Could it be the water temp sensor right next to the thermostat that is bad?

Okay my temp started to go up today I just had to let it run longer because its in the 20s here. Anyways it goes up slow though. Wonder if it could be the water pump since I have not did a water pump or timing belt change yet 8(....Spent to much money already on a new trans already,? read my other post 8(.....
